PROBLEM TO BE SOLVED: To use a polyglycerin fatty acid ester as an emulsifier and to maintain a stable emulsified state even when a water-soluble active ingredient such as a fermented lactic acid bacteria extract is blended. An O-type emulsion composition and a cosmetic using the same are provided. SOLUTION: A W/O type emulsion containing (A) an emulsifier, (B) oil, (C) water, and (D) a water-soluble active ingredient, and having a proportion of an aqueous phase of 70% by mass or more. A high internal phase W/O type composition, wherein the (A) emulsifier comprises a polyglycerin fatty acid ester, and the composition further comprises (E) a monoalcohol and/or a polyhydric alcohol. It is an emulsified composition. The (E) monoalcohol and/or polyhydric alcohol is one or two selected from the group consisting of monoalcohols having 2 to 6 carbon atoms, polyhydric alcohols having 2 to 6 carbon atoms, and polyoxypropylene diglyceryl ether.
