Compositions and methods for making and using stable, transparent or translucent monolayer liposomal suspensions are described. The suspension comprises a liposomal formulation having a plurality of uniform monolayer liposomal particles having an average particle size of from about 50 nm to about 290 nm. The particles are suspended in an external phase composition present in an amount from about 30% to about 75% by weight of the liposomal suspension, with a density of about 0.95 g / cc to about 1.25 g / cc. Liposomal formulations are formed from an oil soluble composition and a water-soluble composition-containing aqueous liposome solution.
