PROBLEM TO BE SOLVED: To suppress heat generation, and to obtain sufficiently excellent bleaching performance, even when a first agent containing a persulfate is dissolved into a small amount of water adhering onto a container or a small amount of a second agent.SOLUTION: A hair bleaching/decoloring agent composition is used after being mixed with a plurality of agents including at least a first agent with which a persulfate is blended and a second agent with which an oxidizing agent is blended. In the first agent, (A) at least one kind selected from sodium persulfate and potassium persulfate, (B) ammonium persulfate, (C) a monovalent metal salt of silicic acid, (D) silicic acid and (E) an alkali agent which is solid at 25°C, are blended.
