PROBLEM TO BE SOLVED: To provide a hair cosmetic composition which has good foaming and feeling by inhibiting the generation of rust in a manufacturing facility of a second agent blended with hydrogen peroxide.SOLUTION: A hair cosmetic composition is foamed up by mixing and shaking a plurality of agents, and is selected from an oxidative hair-dyeing agent, a decoloring agent and a hair-bleaching agent. The plurality of agents comprise a first agent blended with an alkali agent and a second agent blended with hydrogen peroxide, a surfactant and a chelate agent. The second agent comprises a nonionic surfactant and a cationic surfactant.
