The recovery operating state is any one of: the operating state of the distributed power supply prior to the start of control in accordance with the electric power command message; a standby operating state of the distributed power supply; an operating state of the distributed power supply as specified by the electric power management server; and an operating state of the distributed power supply as specified by the electric power command message.
