This invention provides an oil-in-water type emulsion composition which exhibits excellent emulsion stability, less feeling of stickiness and lass stimulating to skin. The oil-in-water type emulsion composition is characterized in having (a) 1~20% mass of a powder component, (b) 0.001~0.5% mass of a cationic surfactant including two alkyl chains having a number of carbon chains of 12 to 22, (c) an oil phase component, and (d) a water phase, the emulsion composition having a construction in which the powder particles are adsorbed on oil drops clispersed in the water phase, and being practically free from a sufactant other than the cationic suefactant of (b).本發明提供一種乳化穩定性優異、黏膩感少、皮膚刺激性低的水中油型乳化組成物。詳言之,本發明之水中油型乳化組成物之特徵為:含有(a)粉末成分1至20質量%、(b)具有2支碳鏈在12以上22以下之烷基鏈之陽離子性表面活性劑0.001至0.5質量%、(c)油相成分、(d)水相成分,並具有由經分散於水相之油滴上吸附有(a)的粉末粒子所成之構造,且除了(b)的陽離子性表面活性劑以外實質上不含有表面活性劑。該代表圖無元件符號及其所代表之意義。
