PROBLEM TO BE SOLVED: To provide a tubular base material having a hydrophilic layer containing a hydrophilic polymer introduced on an inner surface of the tubular base material containing plastic, and to provide a method for manufacturing the tubular base material.SOLUTION: A tubular base material includes: a tubular base material containing plastic on an inner surface a primer layer disposed on the inner surface of the tubular base material and containing polysiloxane and a hydrophilic layer disposed on the primer layer, connected to a side chain of the polysiloxane of the primer layer via covalent binding and containing hydrophilic polymer. A method for manufacturing the same is also provided.
