PROBLEM TO BE SOLVED: To provide a cosmetic preparation base material capable of allowing a collagen to be absorbed into the stratum corneum without damage of 3-fold helical structure originally has while improving affinity and accumulation to the skin, and to exhibit moisturizing effect more effectively by attaining to improve a moisture retention ability of the skin and increase an amount of bound water when a cosmetic preparation base material thereof is used as a skin cosmetic.SOLUTION: At a temperature below the denaturation temperature of a collagen, a water-soluble collagen controlled in charge on the pole opposite to a liposome is dropped into an aqueous solution of the liposome in which a surface charge is controlled to + or - by a charge of a film formation material to be added, in a condition of holding 3-fold helical structure, and agitated.
