PROBLEM TO BE SOLVED: To continuously manufacture a functional sheet where a functional agent is dispersed and deposited in the thickness direction of nonwoven fabric.SOLUTION: A manufacturing method of a surface sheet 10 is provided for manufacturing the surface sheet 10 by depositing a skin care agent 15 on a three-dimensional sheet 10b. An ultrasonic generator 2 for converting the skin care agent 15 into fine particles by supersonic oscillation and a suction device 3 for orienting the dispersion direction of the skin care agent 15 converted into fine particles are used. The mist of the skin care agent 15 is generated, the skin care agent 15 that is converted into the fine particles by oscillating the ultrasonic wave using the ultrasonic generator 2. The skin care agent 15 converted into the fine particles in a mist shape is scattered in the air. The skin care agent 15 converted into the fine particles and scattered in the air is passed by using the suction device 3 in the thickness direction of the conveyed three-dimensional sheet 10b.
