PROBLEM TO BE SOLVED: To provide a water-in-oil type emulsion composition being excellent in active ingredient-storage stability and having high antiinflammatory effect.SOLUTION: A water-in-oil type emulsion composition giving moist feeling but no stickiness and allowing excellent formulation-stability is obtained by combining an antiinflammatory agent consisting of glycyrrhizinic acid, glycyrrhetinic acid or a pharmaceutically acceptable derivative or salt of these, one kind or two or more kinds of surfactants selected from polyoxyalkylene/alkyl co-modified silicones having a HLB of 2 to 7 and/or polyglycerol/alkyl co-modified silicones having a HLB of 2 to 7, and according to necessity, an ultraviolet absorber.
