PROBLEM TO BE SOLVED: To provide a bleacher having high safety, applicable to various objects to be bleached and having high bleaching power even at room temperature and high detergency to provide a detergent/bleaching agent comprising the bleacher and having high bleaching and detergency even at room temperature and to provide a bactericide comprising the bleacher and having high bleaching and bactericidal powers even at room temperature.SOLUTION: There is provided the bleacher is made by mixing percarbonate or perborate, 6-phthalimidoperoxyhexanoic acid and hydrogen peroxide under an alkali condition.
