Disclosed is a ringer&prime；s solution holder device capable of easily moving on a ramp. The ringer&prime；s solution holder device capable of easily moving on a ramp according to the present invention comprises a support panel having a roller in a lower side thereof, a support rod vertically coupled with an upper side of the support panel, and a holder installed in a horizontal direction on the upper end of the support rod. The support panel has a space formed therein to accommodated a constituting device, and has a first fitting groove having a groove formed in a semicircular shape in an upper side thereof. The support rod protrudes in one lower side thereof, and is coupled with the first fitting groove, so a first ball coupling unit is formed thereon. A sleeve is coupled with the outer circumferential surface of a lower end thereof. The ringer&prime；s solution holder device capable of easily moving on a ramp also comprises a balance piston having one side coupled with the inside of the support panel, and the other side coupled with the sleeve formed in a lower side than the first ball coupling unit disposed on the first ball coupling unit.
