[Problem] To provide a device for estimating the speed of a moving sound source, a speed monitoring system, a method for estimating the speed of a moving sound source, and a program for estimating the speed of a moving sound source, whereby the speed of a moving sound source can be appropriately estimated on the basis of a sound not having a definite peak frequency. [Solution] A sound signal corresponding to a sound emitted by a sound source is inputted to a frequency analysis unit (101), and the frequency analysis unit (101) performs frequency analysis of the sound signal and generates a spectrogram.
