Wheat flour for making waffles is obtained by mixing the following: first flour which is second grade flour produced by processing and crushing hard wheat; second four which is white flour produced by processing and crushing one of Jo-pum wheat, Gum-gang wheat, or Jo-gyung wheat; third flour which is whole flour produced by processing and crushing one of Jo-pum wheat, Gum-gang wheat, or Jo-gyung wheat; and fourth flour produced by processing and crushing soft wheat.
