PROBLEM TO BE SOLVED: To provide an emulsified composition containing a glycyrrhetinic acid derivative at high concentration and excellent in the transparency and temporal stability, and a cosmetic containing the emulsifier composition and excellent in a sense of use.SOLUTION: An emulsion composition contains the following components (A) to (D): (A) a glycyrrhetinic acid derivative (B) at least one oil agent selected from the group consisting of tocopherols, derivatives thereof, and C10-18 fatty acid esters (C) a phospholipid and (D) a water-soluble surfactant.
