PROBLEM TO BE SOLVED: To provide an aquatic resource-activating structure improving insufficiency of vegetable nutrient resources such as fallen leaves, foliage, fallen trees and the like flowing into the sea from forest lands via rivers as a result of development of revetment, dikes and the like of the rivers which is recently pointed out as one of reasons for such a phenomenon called "rocky-shore denudation" in which seaweeds are reduced and thus undersea rocky stretch or the like are barely exposed, especially in the coastal area along the Sea of Japan in Western Japan. SOLUTION: The aquatic resource-activating structure is produced by binding a material prepared by mixing a mixture of vegetable materials such as forest products consisting mainly of wood chips containing wood including at least thinned wood, and cereal by-products, with marine product materials except a shell or Cephalopoda material via a binding agent to solidify the bound material. The aquatic resource-activating structure inexpensively and greatly facilitating fixation of seaweeds, effective for aquaculture of seaweeds themselves, contributing to activation of fishery resources and thereby substantially contributing to industries, is obtained by an aquatic resource-activating method which is simple and includes using the aquatic resource-activating structure.
