The covering agent (300) is formed in a small circuit pellet type by mixing 45% of kelp powder, which is seafood, 20% of animal gelatin, and 35% of white clay powder, which is mineral, with 65% of cotton wool, which is waste cotton wool, and 35% of rice bran. When uniformly spread on a ground surface by a proper amount, the covering agent (300) absorbs moisture or water to be expanded and entangled with each other such that the entangled covering agent (300) forms a cover on the ground surface, thereby suppressing germination of weeds. Moreover, the covering agent (300) is naturally decomposed as time passes to function as a role of a fertilizer and increase soil power due to beneficial ingredients embedded therein.
