[Solution] A sheet (100) for pets pertaining to the invention is for receiving pet excrement and comprises: a surface sheet (110) having a non-woven fabric formation region a reverse sheet (120) positioned so that the surface sheet (110) is layered on top thereof an absorbent body (140) positioned between the surface sheet (110) and the reverse sheet (120) a cover sheet (130) which has a thermoplastic non-woven fabric formation region, and which is provided between the surface sheet (110) and the absorbent body (140) so as to cover the absorbent body (140) and a tear-suppression structure which is provided on the cover sheet (130) to prevent the cover sheet (130) from being torn by the pet.
