The control device (16) includes a change setting unit (208) for changing settings of the image capturing instruction information depending on whether the image capturing apparatus (20) and the image reading apparatus (22) are usable or not, and a controller (200) for controlling the image capturing apparatus (20) and the image reading apparatus (22) based on the changed settings of the image capturing instruction information.
