PROBLEM TO BE SOLVED: To provide a skin external preparation for hair which is excellent in hair restoration effect and an improvement effect of hair color tone change (for example, whitening of hair).SOLUTION: A skin external preparation for a hair comprises: a hydrolysate of a black rice extract and a bark extract of Tabebuia Impetiginosa of the genus Tabebuia in the family Bignoniaceae.
