PROBLEM TO BE SOLVED: To provide a powder dispensing container that eliminates a risk of foreign matter mixed therein because a bottom of a cartridge is not exposed when in use, and enables reliably dispensing powder by simple work.SOLUTION: A cartridge 2 has an upper nozzle 11, a lower nozzle 17 extended below the upper nozzle 11, and an inside plug 20 for covering an opening end 17b of a lower nozzle 17 and attached to the lower nozzle 17. A lower nozzle longitudinal groove 17a is formed in an outer side surface of the lower nozzle 17, and an inside plug longitudinal groove 23 is formed in an inner circumferential surface of the inside plug 20. The cartridge 2 is attached to a mounting part 36 of a fixed plug 30, and both are relatively rotated to complete mounting.
