PROBLEM TO BE SOLVED: To improve the effectiveness and efficiency of the delivery and biological activity of active ingredients used in agriculture and general pest management.SOLUTION: This invention relates to mesocapsules that comprise active ingredients such as active ingredients used for agricultural purpose, such as fungicides, insecticides, miticides, herbicides, safeners and modifiers of plant physiology or structure. These mesocapsules are comprised of a polyurea shell, include hydrophilic groups on their surfaces, and have a volume-average diameter of about 500 nm or less. These mesocapsules are especially suited for delivering active ingredients that are not very soluble in water. The active ingredient has solubility in the range of 1,000 ppm or less.
