Embodiments of the present application relate to the field of communications, and provide a method, device, and system for triggering a circuit switched fallback process, improving a call success rate of a voice service of a terminal when an LTE network has weak coverage. The method comprises: a terminal in an idle state receives a system message from an Evolved Node B (eNodeB), the system message being used to indicate that the eNodeB cannot perform a voice service for the terminal; and after the system message is received, the terminal initiates a voice service via a base station of a 2G/3G network.
