PROBLEM TO BE SOLVED: To provide a two-pack type foamy hair treatment agent that has excellent foam-forming properties and foam retention and accurately achieves foam discharge.SOLUTION: The hair dye or bleaching agent comprises a mixed liquid of a first agent and a second agent satisfying a fixed condition of composition in which the mixed liquid is made into a foam agent in a gas-liquid mixing chamber of a foamer container.
