The present invention relates to a cosmetic composition for improving skin and hair condition comprising the green tea leaf fermentation extract as an active ingredient. More specifically, the present invention relates to a cosmetic composition exhibiting the effect of inhibiting lipid production and reducing sebum secretion of the skin, by including, as an active ingredient, green tea leaf fermentation extract prepared by fermenting green tea leaves or extracts of green tea leaves with a mixed fermentation strain of a Lactococcus sp. strain, a Saccharomyces sp. strain, and a Lactobacillus sp. strain.
