The current monitoring circuit 200 asserts a detection signal when a length of a period during which the current flowing to the plurality of cells is substantially zero exceeds a predetermined determination time. Each of the voltage monitoring circuits 104 measures the voltage of at least one corresponding cell with an assertion of the detection signal as a trigger.
