Each of a plurality of voltage monitoring circuits 104 detects a voltage of at least one corresponding cell of a plurality of cells 103. A current monitoring circuit 200 detects a current flowing to the plurality of cells 103. The current monitoring circuit 200 asserts a detection signal when a length of a period during which the current flowing to the plurality of cells is substantially zero exceeds a predetermined determination time. Each of the voltage monitoring circuits 104 measures the voltage of at least one corresponding cell with an assertion of the detection signal as a trigger.
