PROBLEM TO BE SOLVED: To provide a water-in-oil type emulsion cosmetic which is hardly removed by rubbing with a hand, cloth, and a tissue when applying to the skin or applying a powder foundation over it.SOLUTION: The invention provides a water-in-oil type emulsion cosmetic containing (A) 0.1-10 mass% of organopolysiloxane in which poly (N-acyl alkylene imine) segments consisting of a repeating unit represented by the formula (1) binds； (B) 1-40 mass% of volatile silicone oil； (C) 0.1-20 mass% of cross-linked polyether-modified silicone； and (D) 0.05-10 mass% of spherical organic powders with a particle diameter of 10-50 &mu；m.
