The present invention relates to a foaming composition in the form of an aqueous gel comprising at least one foaming surfactant, at least one C1-C4 carboxyalkyl of crosslinked starch, and at least one non-starch polysaccharide. The present invention also relates to a cosmetic process for cleaning or removing make-up from keratin materials using this composition. The composition according to the invention makes it possible to obtain a homogeneous, smooth and flexible gel, translucent to opaque, non-spinning, foaming, having a good level of viscosity and good cosmetic qualities, mainly of foam (starting, quality, quantity). The composition also leads to good sensoriality, with a soft skin finish. In addition, the appearance of the composition and its flow are improved: it keeps its original shape at the outlet of the conditioner without rigid appearance type "English jelly", with a continuous flow and homogeneous. La composition conduit également à une bonne sensorialité, avec un fini peau doux. De plus, l'aspect de la composition et son écoulement sont améliorés : elle garde sa forme initiale à la sortie du conditionneur sans aspect rigide de type « jelly anglaise », avec un écoulement continu et homogène. Par ailleurs, la composition est stable dans le temps.
