Disclosed are an anchor structure to transplant seaweed and a complex aquaculture system having a function of raising seaweed and sea cucumbers using the same. According to the present invention, the complex aquaculture system having a function of raising seaweed and sea cucumbers using the same includes: a farming frame which is formed by connecting a plurality of main farming ropes to raise seaweed; an available shellfish farming net which is arranged in a lower part of the farming frame to raise available shellfish such as sea cucumber and abalone; each of fixing units which connects the main farming ropes; each of support ropes which vertically penetrates through each of the fixing units; each of first buoys which is coupled to the top of each of the support ropes; each of anchor structures which is made of a weight to maintain the shape of the farming frame, is coupled to the bottom of each of the support ropes, has one side coupled to one side of a lower end of the available shellfish farming net, and i
