The measuring unit measures response time from the request being received to the process result being transmitted. The determination unit determines whether the response time exceeds a threshold. The delay interposition unit instructs a central processing unit (CPU) scheduler to interrupt for a prescribed interval the allocation of CPU resources to a process which is processing a request for which the response time exceeds the threshold.
