The seedling platform comprises a plurality of seedling trays (1). A bottom end of the seedling tray (1) is provided with a seedling mat cutting plate (6). The transplanting mechanism comprises a drive box (2) and a rotating box (3). The rotating box (3) is provided with a transplanting arm (4). A transplanting claw (7) is provided on the transplanting arm (4). An empty space is provided between adjacent seedling trays (1). Each of the seedling trays (1) is correspondingly provided with two seedling pick-up positions. Each of the seedling pick-up positions is correspondingly provided with the rotating box (3), transplanting arm (4), and transplanting claw (7). The distance between the two seedling pick-up positions is one-half of the width of a seedling mat placement area on the seedling tray (1). Two of the rotating boxes (3) corresponding to the same seedling tray (1) rotate along respective circular paths arranged at an angle to each other, creating a total offset of 2-4 cm between the seedling pick-up position and a seedling transplanting position in each of the left and right transplanting claws (7).
