The rotating box is provided with a transplanting arm (4). A transplanting claw (7) is provided on the transplanting arm (4). An empty space (8) is provided between adjacent seedling trays (1). Each of the seedling trays (1) is correspondingly provided with two seedling pick-up positions. Each of the seedling pick-up positions is correspondingly provided with the rotating box (3), transplanting arm (4), and transplanting claw (7). The distance between the two seedling pick-up positions is one-half of a width of a seedling mat placement area on the seedling tray (1). The two rotating boxes (3) corresponding to the same seedling tray (1) rotate along circular paths, wherein the two circular paths are arranged at an angle to each other. As a result, seedling transplanting positions of the two transplanting claws (7) are displaced to the side of the seedling pick-up positions thereof.
