PURPOSE: A system for measuring and evaluating norm-based cognitive power is provided to accurately determine the cognitive power level of a subject by using computerized measurement tool and norm data. CONSTITUTION: A cognitive power measuring unit(20) is computerized and is composed of subjects for measuring the cognitive power of a user according to a cognitive region. A norm database stores cognitive power measurement result which is standardized according to the sex, the scholarship, and the age of the subject. A cognitive power evaluating unit(30) generates the norm which is a cognitive impairment measurement standard through statistical analysis based on the norm database and evaluates the cognitive power of the user measured by the cognitive power measuring unit based on the norm.
