PROBLEM TO BE SOLVED: To provide a second agent for permanent wave which increases the formative ability of wave to hair without increasing the amount of an oxidant, and an agent for permanent wave using the second agent.SOLUTION: A second agent for permanent wave comprises an oxidant and 0.0005 to 0.03 mass% of ubiquinone. It is preferable that the mass ratio of the oxidant and ubiquinone is 1:0.0001 to 0.03.
