Disclosed are an oxidizing agent for hair perm formation comprising hydrogen water and a thickener, and a method of hair perm formation using the same. According to the present invention, side effects of the scalp and hairs when using hydrogen peroxide and sodium bromate which are traditionally used as oxidizing agents for hair perm formation are improved.
