Disclosed herein is an apparatus 10 for generating inhalable vapor. The steam generating device comprises an air pump 22, a heater 24, a supply of vaporizable material 21, a compressor 26 and an outlet 18. The vaporizable material is heated to a vaporization temperature in a heater to produce steam, and the steam is mixed with the outside air supplied from the air pump. The mixture is compressed in a compressor and delivered to storage vessel 12 via an outlet.
