The method comprises a raw material preparation step and a soup manufacturing step. The raw material preparation step includes the steps of: extracting cartilage, internal organs, and a liver from skate fermenting a portion of the cartilage, the liver and the internal organs while quenching the other portion of the cartilage and the liver producing liver soup sauce and preparing barley sprouts by quickly cooling the barley sprouts, which have been branched in water.
