PROBLEM TO BE SOLVED: To provide an ultraviolet blocking cosmetic composition which gives freshness and a light feeling during application and has good makeup applicability and makeup durability when adding a coat of a foundation after applying the ultraviolet blocking cosmetic composition as a substrate.SOLUTION: There is provided an oil-in-water type ultraviolet blocking cosmetic which comprises 0.3 to 10.0 mass% of a component (A), 1.0 to 20.0 mass% of a component (B) and 1.0 to 10.0 mass% of a component (C).
