In the course of the method implementation one performs thermal treatment of seeds with staged heating with subsequent moistening and cooling of thermally inactivated seeds, primary seeds milling and secondary seeds milling. The last heating stage temperature is equal to 101 - 170°C. After cooling the product temperature is below 60°C. After the moistening stage the moisture content in the product is equal to 11 - 13.5 wt %. The device for leguminous crops seeds inactivation contains a body wherein at least one heating section is installed. The raw material charging unit is installed at the body inlet the product discharge unit is installed at the body outlet. The heater is designed in the form of multiple tubes inner volumes whereof are connected to the heat carrier delivery system as well as to the heat carrier discharge system. The distance between neighbouring tubes is commensurable with treated seeds size the tubes are located in parallel rows with a bias from row to row.
