PROBLEM TO BE SOLVED: To provide a water-in-oil type high internal water phase emulsion cosmetic having waterproof, a fresh and light feeling, excellent temporal stability, and more than 60 mass% of the content of water, and vividly coloring by using an organic pigment.SOLUTION: In a system containing an oil phase having silicone elastomer, methyl polysiloxane, polyether-modified silicone and an aqueous phase having 60 mass% or higher of water, the water-in-oil type high internal water phase emulsion cosmetic contains 0.03 to 0.6 mass% of a nonionic surfactant selected at least one from polyoxyalkylene alkyl ether, polyglyceryl fatty acid ester, polyoxyalkylene glycerine fatty acid ester, polyalkylene glycol fatty acid ester, which have HLB of 14 or higher. The aqueous phase is blended with 0.05 to 8 mass% of a pigment such as an organic pigment.
