PROBLEM TO BE SOLVED: To provide a birds and beasts-repelling device having excellent threat and repelling effect which is maintained over a long period without being reduced, having a simple structure, and provided at low cost.SOLUTION: A birds and beasts-repelling device includes: a sheet provided with a light reflection layer on the surface and a string-like body for swingably suspending the sheet. The birds and beasts-repelling device especially includes: at least one mark provided on the light reflection layer of the sheet an infrared phosphor layer or a blue phosphor layer laminated on at least a part of the surface of the at least one mark at least one light-emitting element that is mounted on the surface of the sheet and can irradiate the infrared phosphor layer or the blue phosphor layer with light a drive circuit for driving the at least one light-emitting element and piezoelectric body power generation means connected to the strip-like body, and generating power by the swing of the sheet.
