PROBLEM TO BE SOLVED: To provide an apparatus and a method for repelling birds and animals, in which a repelling effect by a repelling motion can be exerted for a long period of time without being reduced.SOLUTION: The apparatus for repelling birds and animals includes: a light sensor a proximity sensor that emits a signal indicating the approach of birds or animals to be repelled a flash-emitting means that is equipped with at least one flash-emitting source and is capable of emitting a flash and a control means that is electrically connected to the light sensor, the proximity sensor and the flash-emitting means.
