A complex extract of turtle tail, body herb and burdock, or a fraction thereof, is disclosed as an anti-skin allergic or anti-inflammatory composition. The present invention inhibits the expression of iNOS and COX-1/2, which are inflammatory mediators of water, or ethanol, and the extract of turtle tail, body herb and burdock, and inhibits the secretion of β-hexosaminidase, an indicator of allergic response .
