According to the present invention, the apparatus comprises: a descent prevention plate disposed on legs of a fixing plate； a guider of an operation bar disposed at an upper support bar of the fixing plate to grab an operation platform of a harpoon plate and limit an operation range； and a sensing plate configured to be safely used by minimizing external protrusion thereof.
