PROBLEM TO BE SOLVED: To provide a cosmetic sheet which can be manufactured by manufacturing a sealing pouch in a size for each use and inserting an impregnated cosmetic sheet inside the sealing pouch and without using each equipment for sealing an insertion opening of such sealing pouch, which does not cause fingers and hands to get tainted when using the cosmetic sheet, and which does not require disposal of the sealing pouch.SOLUTION: The cosmetic sheet is made by cutting a sheet base material which keeps a nonwoven fabric sheet in the same shape as a synthetic resin sheet sticking to one side of the synthetic resin sheet.
