PROBLEM TO BE SOLVED: To provide a sheet-like cosmetic or skin external preparation excellent in non-woven fabric impregnation property, being free from aggregate in non-woven fabric impregnation time, excellent in emulsion stability over time in non-woven fabric impregnation time, and excellent in emollient feeling and contact feeling, in which an oil-in-water type composition is impregnated in the non-woven fabric laminate.SOLUTION: There is provided a sheet-like cosmetic or skin external preparation in which, a non-woven fabric laminate (A) is impregnated with an oil-in-water type composition (B), a mass ratio (B)/(A) of (A) and (B) is 4-12.
