The present invention provides a cosmetic base having an unprecedented appearance and usability, in particular, the appearance is sherbet-like and gives a refreshing appearance, and the cosmetic is softly popped and crumbles when applied to the skin. It is an object of the present invention to provide a cosmetic base having a new feeling of use that gives a unique feel such as overflowing water, and a skin cosmetic using the same. The present invention comprises (A) 0.15 to 0.6% by mass of Na acrylate-grafted starch and (B) an associative thickener having 0.25 to 1.35% by mass of a polyoxyalkylene chain. The total amount of the cosmetic base containing (A) Na-acrylic acid graft starch and (B) the associative thickener having a polyoxyalkylene chain is 0.5 to 1.5% by mass.
