PROBLEM TO BE SOLVED: To provide an oil-in-water solid cosmetic capable of being housed in a compact container, etc., and having excellent portability, freshness and youthfulness, spreadability and extensibility, a good adhesion feeling to the skin and excellent makeup persistence.SOLUTION: This oil-in-water solid cosmetic comprises (a) agar and/or gelatin, (b) a polyethylene glycol, (c) an oil and (d) water. Furthermore, the oil-in- water solid cosmetic has 0.01-10 mass% content of the polyethylene glycol (b).
