To provide an atomizer capable of suppressing formation of rust on a heating element, simplifying a manufacturing process, and hardly causing variation in performance.SOLUTION: An atomizer 11 comprises: a holding body 21 holding a liquid material； and a heating element 22 having a stable mechanical shape because of being cloth-like. The heating element includes a carbon fiber which is wound around the outer surface of a holding body and generates heat with a supplied current.
