The invention provides an anti-frost and anti-freezing apparatus which can solve the difficulty of effectively increasing temperature near crops in an energy-saving manner. For the anti-frost and anti-freezing apparatus, a fan at a high position blows down warm wind from a high place to a low place, and a fan at a low position blows wind at a substantially horizontal direction. A garden field is provided with a structure which has a heater. The fan at the high position is workable only when the temperature at a high place where a thermal inversion layer happens is higher than the temperature near crops. Subsequently, the heater is operated when the temperature near the crops is further lowered. On the contrary, when the temperature at the high place where the thermal inversion layer happens is below the temperature near the crops, the fan at the high position is not operated, and the heater and/or a heater at a low position are/is operated. Warm wind is blown at a substantially horizontal direction so as to prevent frost and freeze injuries.
